Abstract: Regarding the historical development of the state, more precisely when and how the state was created, there are different points of view. In the theory, there are also different expressions for the situation before the emergence of the state, that is, for the societies that existed in the past, but were not organized as a state, but had other forms of organization. These societies are called original or primitive society, original community, pre-state, stateless communities, original human communities, etc.
Keywords: theory, concept, society, state, community
